• Cornelius noted the Scribes’ response during the floodings, with the protection of scrolls and artifacts and provision of shelter to refugees.

3. Merchant Fees / Taxation Reform
• Lady Aurelia raised merchants’ common question about when taxes will be collected.
• Cornelius confirmed taxation reform is overdue and must be worked on jointly by the Merchant Council, the Magistrate office and the Scribes. He named Merchant Magistrate Drevan and High Magistrate Nicholas as parties to consult.
• Cornelius asked Lady Aurelia (fiduciary specialist) to work with Tee'lar (tax specialist). He requested an update at the next meeting.

• Cornelius asked for a scribe to write a supportive piece on the Cosian Ubar’s supremacy and why Turmus should be a vassal state. He requested volunteers speak to him if willing.
• Velisara inquired about deadline. Cornelius replied Lady Kaela wishes to publish the next issue of the Kraken Crier by the end of the weekend.

5. Legal Office / Magistrate Support
• Cornelius noted High Magistrate Nicholas has set up the Legal Office in the Lower Quarters. He urged scribes specialising in jurisprudence, advocates and legal scribes to support magistrates’ caseloads and to offer services beyond the Scribe’s Hall.
• Lady Velantha and Lady Velisara volunteered to work with the initiative but Cornelius indicated a private discussion is required for a change of specialisation, but was supportive.
Actions:
• Support magistrates - Responsible: Scribes specialising in jurisprudence (volunteers: Lady Velantha Lethara and Lady Velisara Venetari indicated willingness).
Follow up: Cornelius to speak privately with Lady Velantha & Lady Velisara regarding change of specialisation.

6. Safety Concerns (Threats to Free Women)
• Lady Aurelia reported credible threats to her personal safety, believed to stem from a hired assassin. She urged Free Women to travel with guards or in pairs.
• Sylvi corroborated having seen a suspicious man earlier in the day. May not be related but highlights to be vigilant.
• Cornelius confirmed the threat has been raised with the Warriors. An investigation is underway and he is working with the Warriors to set up protection. He reiterated that, in the interim, Free Women should travel accompanied.

• Sylvi announced the Scribe Summit Disputation on 28 September (Friday noon; Saturday 10:00; Sunday noon final). Abraham is organising. Cornelius urged Scribes to support and represent Selnar.

• Cornelius proposed more teaching circles to promote Selnar’s history, culture and basic education. He asked for volunteers to lead.

Summary:
1. Leadership Announcements and Acknowledgments
Cornelius Aloysius Tarrant announced that he has been officially approved as the Head of Caste by the Ubar and High Council, with Lady Kaela remaining as Assistant Head.
He commended the scribes for their efforts during the recent flooding, particularly for safeguarding scrolls and offering shelter to refugees.
Sylvi Amour expressed gratitude to Lady Velantha for organizing the transport of valuables.
Lady Velantha and Aurelia offered their congratulations to Cornelius.
2. Updates on Legal and Financial Matters
Cornelius addressed the matter of merchant fees and taxes, stating that the issue is being worked on by the Merchant Council, the Magistrate office, and the Scribes.

Cornelius urged all scribes to support the summit and showcase their skills.
Cornelius also proposed the creation of more teaching circles to educate others on Selnar's history and culture. Florence Peabody volunteered to lead this initiative, focusing on basic literacy and understanding of the caste system.

He then nodded his head to the apprentice, who handed the agenda to everyone. "The first time I wish to inform you is that the Ubar and the High Council have officially approved myself to be the Head of Caste. Lady Kaela of the Scribes will remain as Assistant Head of Caste. No major changes are yet to occur while I have stewardship. At least for now while the transition occurs."

I will impress upon you that when the flooding occurred, we scribes rose to the occasion, not just ensuring the sanctity of the scrolls and artifacts in our care, but also... dare I say... offering the refugees access to our grounds for shelter. I will not table this matter, but it is imperative that we serve the vox populi in moments of such crises."

"That will need to be addressed and worked with between the Merchant Council, the Magistrate office and the Scribes," he replied to her. "We need to outline the taxation process and ensure the funds are being siphoned back to the treasury appropriately. I expect the Merchant Magistrate to play a significant role in that so if we were to consult with Merchant Magistrate Drevan and High Magistrate Nicholas on this, that would be welcome. Lady Aurelia, since you do specialise in fiduciary, I would like you to work with Tee'lar, since he specialises in taxation as well. We can discuss this in detail outside of this. Too, I expect an update in our next meeting."

The High Council approved a diplomatic mission to Turmus, where Hendrix, our caste brother and Ambassador, accompanied by the High Admiral Faustus himself to the city. The mission was quite clear. Turmus is to become a vassal state of the Cosian Ubaracy and in return, will receive security from our forces and ensure its prosperity. I expect the Ambassador to provide us with an update of this, considering as to whether we need to provide any support from our caste. To ensure the information is clear, I need one of you to write a piece on the Cosian Ubar's supremacy and why Turmus should be a vassal state. Speak to me if you are open to it."

"The matter of the Legal Office, with High Magistrate Nicholas appointed, is currently being managed with the change in leadership," he began. "The High Magistrate has set up an office in the Lower Quarters of the city. While I understand Free Women should always attend to that marketplace with a guard to accompany, it is imperative that our services to the lower castes are offered so we are not stuck and embroiled within the quagmires of the Scribe's Hall only. I urge those who specialise in the jurisprudence, whether you are an Advocate or a Legal Scribe to support all the Magistrates. Order is imperative on the streets and we are the subtle spoke in the wheel to ensure the wheel turns smoothly."

[14:12] Aurelia folded her hands in front of her as she listened to Cornelius' warning and then her head rotated just slightly on its axis to observe Velantha as she spoke. Having no experience with law or the advocacy office, she remained quiet until the floor was opened for additional comments or questions. It was then that she finally straightened, pressing her shoulders back and lifting her head with some noticeable assurance.
