     Kaela formally petitioned the Ubar to return magistrates/legal oversight to the Blue

         Caste—petition under consideration.

     Until decided, Blue Caste to appoint advocates and magistrates; Ubar will act as

         High Magistrate.

     Lady Edyth advocated for women to be considered for magistrate roles.

     Kaela supported the vision and vowed to champion the cause if appointed Head

         of Caste.

     A debate on the subject was proposed by Lady Velantha and supported by Lady Kati.

         cautionary.

This document serves as a resource for the Magistrates, Scribes, Warriors, and citizens of the City of Selnar, ensuring proper legal procedures in accordance with Gorean customs. These trial proceedings align with the legal traditions found in the books of John Norman and are adapted for Selnar’s governance.

Trial Structure and Procedure :

➤Opening the Trial:

The Magistrate makes a public statement explaining the order of proceedings.

➤Charges and Opening Statements:

The Prosecution or Litigator reads the charges, makes an opening statement, and presents any relevant documents to the Magistrate.

The Magistrate restates the charges and information for clarity, ensuring an impartial process.

The Defense or Litigator provides their opening statement, possibly including a plea for mercy, and submits any relevant documents.

➤Witness Testimony and Cross-Examination:

The Prosecution presents witnesses, who provide testimony before being cross-examined by the Defense.

The Defense presents their witnesses, who are also subject to cross-examination by the Prosecution.

If necessary, the court may adjourn for disorder or recess.

➤Closing Statements and Verdict:

The Magistrate requests both Litigators to summarize their arguments.

The Magistrate may seek the opinion of a Jury Representative if applicable.

The Magistrate delivers the final verdict and, if necessary, issues the sentence.

These guidelines aim to provide structure and immersion in legal roleplay. Sims may modify these procedures to align with specific roleplay settings.

Legal Procedures and Case Management for the City of Selnar:

These guidelines establish standardized procedures for handling legal cases in Selnar’s judicial system, ensuring consistency and accountability.

All active case files must be submitted to the Magistrate or High Magistrate’s mailbox for proper record-keeping.

                 **Guidelines for Legal Documentation in the City of Selnar**

➤Key Legal Documents

Citizen Complaint or Warrior’s Report:

Initiates an investigation; reviewed by the Magistrate or Praetor.

Serves as a witness statement for legal action.

➤Investigation Record:

Compiles evidence, witness statements, and reports.

➤Summons:

Hand-delivered by a Scribe when possible.

If undeliverable within 24 hours, alternate methods such as a mailbox drop or IM may be used.

➤Witness Statement:

Taken in person by a Magistrate, Praetor, Litigator, or Advocate.

Witnesses must provide sworn testimony.

➤Record Request:

Filed in the Scribe Caste mailbox.

Must specify dates and details; allow five days for processing.

➤Warrant:

Copies provided to the Commander, Warriors on duty, and Magistrates.

Public notices posted at crime scenes, city gates, or last known locations.

➤Punishments & Sentencing:

Forms for punishments, temporary/permanent collars must be filed.

Copies sent to Magistrates, Warriors, and enforcement officials.

➤Case Record:

Specific forms exist for Magistrates, Praetors, and Merchant Magistrates.

➤Court Hearings & Trial Announcements:

➤1. Certification of Documents

Official Scribe of Selnar Seal & Personal Seals are permitted to be used.

Personal Seals must be registered and on file.

Trained Scribes: Can certify general forms.

Magistrates, Advocates, Litigators, and Scribes of the Law: Can certify criminal forms.

Full Scribes, Senior Scribes, or General Scribes: Certain general forms can only be certified by a Full Scribe, Senior Scribe, or a General Scribe who has been fully trained and interviewed.

No Selnar Scribe can sign/certify their own documents.

➤2. Submission and Filing of Records

All records to be filed must be dropped into the designated mailbox outside of the Scribe Building.

Failure to submit documents with the required seals and signatures will result in the return of the documents to the scribe or the relevant parties.

➤3. Officiating Ceremonies

Companionship Ceremonies: Scribes are authorized to officiate companionship ceremonies without the presence of a Magistrate.

Companionship Dissolution: A Magistrate must be present to certify the dissolution of companionships.

➤4. Slaves and Their Role in Scribe Premises

There are no scribe slaves in the City of Selnar.

Slaves owned by scribes may assist their owners within the premises of the caste but hold no official or legal capacity in any scribe duties.

Punishment for Violations: Slaves found to be touching or handling official documents will face punishment at the discretion of the Head of Caste.

➤5. Library and Scribe Resources

Scribes are encouraged to curate and promote the Scribe Library and its resources to the citizens, visitors, and residents of Selnar.

General Forms, Criminal Forms, and Diplomatic Forms are available in the Hall Meeting Room for both personal and professional use.

Scribes should maintain the library’s organization, ensuring it remains a valuable resource for the community.

➤6. Scribe Services and Fees

Scribes are encouraged to sell their skills and charge a fee for their services.

Fees may be based on the suggested prices or set by the individual scribe at their discretion.

➤7. Scribe Meetings

Frequency: Scribe meetings will be held bi-weekly or monthly, as determined by the Head of Caste and the Assistant Head of Caste.

Location: Meetings will take place in either the Scribe Building meeting hall.

➤8. Hall of Records and Scribe Appointments

The Head of Caste and Assistant Head of Caste will designate which scribes are authorized to file records directly to the Hall of Records.

These individuals will also be responsible for interviewing new scribes and assigning positions and ranks within the caste.

➤9. Scribe Rank and Appointment

New Scribes: New scribes must undergo an interview and training process before receiving their rank and position within the caste.

Rank Assignments: The Head of Caste, Assistant Head of Caste, and Chief have the authority to assign appropriate ranks to new scribes based on their training, skills, and experience.

All scribes are expected to uphold the highest standards of professionalism and integrity when handling records.

The caste maintains its authority by ensuring that all actions are carried out in accordance with the laws and traditions of Gor, particularly as outlined in John Norman’s works.

➤11. Caste Motivation and Activities

Writing Contests, Scribe Tea, Debates, and Mock Trials will be held monthly or as deemed appropriate by the Head of Caste. These activities are designed to motivate the caste, foster skill development, and encourage engagement within the Scribe community.

Festivities: Monthly celebrations and events will also be organized to strengthen the bond between the scribes and provide a sense of camaraderie.

Promotions and Demotions: Rank promotions and demotions will be determined based on the participation, performance, and involvement of each scribe. Those who excel in their duties and contribute actively will be rewarded, while those who fail to engage may face a reduction in rank.

➤12. Inactive Scribes

Scribes who do not participate in meetings, fail to submit documents for filing, or neglect to sign or seal documents for a prolonged period will be considered inactive.

Inactive scribes will be marked as retired and their records filed accordingly, unless they come forward to file for retirement themselves.

These procedures have been instituted to maintain the highest level of organization, professionalism, and activity within the Scribe Caste of Selnar, ensuring its continued effectiveness in the administration of legal, diplomatic, and general affairs.
